Description
Jena has been deprecated, disabled, and mostly removed - however there remain several classes within the codebase that used to provide the support.

As a janitorial task we should remove them.

ARQ is still needed, but dependencies on the rest of Jena have been removed. Jena was still being used in the StringPool "G" date/time classes. This has been removed as well as now conforming to standards as of r1267
