enlistedResolverMap needs to be migrated from RF->R to RF-URI->R. This requires a change to the Resolver SPI.

Description

We need a method on [[ResolverFactory]] that returns the modelTypeURI.

Then we need to use a URI-&gt;Resolver mapping for enlisted resolvers rather than [[ResolverFactory]]-&gt;Resolver.  This will allow a clean fix for <a href="http://mulgara.org/trac/ticket/2" title="&quot;Multiple writers not supported&quot; transactioning error occurs if reading and writing concurrently"><strike>MGR-2</strike></a>.

I'll go ahead with this fix as soon as I've given users a chance to comment on the SPI change.
