Description
Currently the XML response to SPARQL queries does not specify an encoding in the XML header. The SPARQL Protocol definition doesn't seem to address this, and the examples omit it; but the SOAP example includes it. As a matter of "best practice" I think Mulgara should always explicitly indicate the encoding.
